MULLINS, S.C. — Mullins city officials have promoted Capt. Phil Mostowski to the police chief during a swearing-in ceremony at their November meeting.
Mostowski has more than 25 years of experience with the department.
“I’m super excited and ready to take over and do great things with the department and also with the community,” Mostowski said. “We want to come together as a community. We are always here for the community and want the best from the citizens.
The Mullins Fire Department also held a ceremony to celebrate Zach Reed’s promotion to lieutenant. Reed has been with the department since volunteering while in high school in 2016.
“I started full-time as an engineer when I was 19,” Reed said. “I have big shoes to fill but I feel pretty good and I think I can handle it.”

Separately, Council approved plans for the Hampton Circle development agreement, which calls for the sale of properties for the construction of up to 10 homes.
“Valued at $200,000, these will be affordable homes that are 1,200 square feet plus three bedrooms and two bathrooms,” Mayor Robert Woodbury said. “What the council is trying to do is basically take inventory of the sale. We’ve partnered with a development company and we’re ready to innovate and start building these homes for us.
